In place of existing 'stub' IOS, meaning that they have no functionality, modders installed versions of existing IOS that were patched to do things normal IOS couldn't.

Eventually, a band-aid solution was found known as cIOS. Unfortunately, using USB in homebrew still had one limitation: It was all running using IOS, the Wii's operating system, and at the time, all of the Wii's IOS were only compatible with USB 1.1, meaning that homebrew was still confined to USB 1.1 speeds, even if they were able to use USB to do things that a non-modded WIi couldn't. While Nintendo wasn't really caring about the USB capabilities on the Wii, it was utilized a lot more by modders on the Wii homebrew scene.
